Lets work on the implementation of [@.windsurf/docs/ISSUE_PLAN.md. ]

1. Before reading into the scope, make sure you look into global rule and see how to work in the project. 
2. Once you review the rule and understand how to work on the project, review the issue to work on in depth and ask me any question if you have. 
3. Once you have indpeth understanding of the project, also look into [@.windsurf/docs/IMPLEMENTATION_PLANNING.md]  that has the summary of our strategy of dashboard data aggregation and after that look into Linear ticket from Issue Plan to know what to work on, then since this is a backend work, make sure to review backend rules inside of [@backend/.windsurf/rules] folder to understand  what rules should we look into when planning the implementation plan. 
4. Then finally make a robust and bulletproof implementation that does not just implement the issue but also thinks of any edge cases and gaps and works on it. Make sure that each phase has rules associated with it so that during phase implementation we can review the rules and work according to backend rule.
